Raspberry Pi 400 and 500 • Too little power for USB port freaks out Pi 400

Is there a way to prioritize power to one of the USB ports so that if I am using a monitor and connect another USB device that is too much that it does not kill the monitor's USB port?

So I thought I purchased a USB SSD but it was actually a USB HDD as Amazon pulled a fast one and showed me an HDD when I asked for SSD. But I really like the device's rugged nature and going to keep it. I was VERY HAPPY to see the Pi 400 recognized the exFAT device and offer to show it to me in File Manager, but then I hear a clicking noise from the drive and the monitor just flashes Raspberry Pi over and over. I believe the issue is caused by too large of a power draw as if I turn off the monitor the clicking stops and I can SSH into the system and see the drive is mounted. I am still waiting on the second USB power supply I purchased for the monitor since I might need that in the future. (Plenty of brightness in my apartment at whatever default it uses.)
