I have a Raspberry Pi 5 with an SSD running a fresh installation of Debian GNU/Linux 12 (bookworm) and am unable to change the keyboard away from en_GB for a second account.
1) I used the RPi-Imager to flash the SSD and created a main account in the process.
2) Then I booted to the SSD and created a second account.
3) Then I set the localization options away from en_GB to sv_FI, fi_FI, and en_US for both.
4) Then I set the keyboard to fi/sv for each account.
However the keyboard layout change has taken effect only on the first account not the second account, even after several tries and several reboots. The layout remains en_GB for the second account.
What do I need to look for and change to get the second account to use a specific layout other than the default of en_GB?
