I would like to disable usb automount BEFORE the system is live, i.e. prior to install on a stock raspbian OS install.
I.e. the OS is flashed to storage, and I have access to bootfs before putting the media into the pi.
For example, is it possible to edit cmdline.txt/config.txt or similar to prevent automount?
I've found multiple ways to disable it once the system is live, but can't find a solution for prior to this.

edit: sorry, context: I'm using duetpi which is basically raspbian with apps already installed. They have included their own USB mounting feature, which conflicts with the standard usb automount. While running I can fix the issue by rm the automount rules, but as I can't do this until after first boot and getting access to a terminal, it produces a lot of errors. If I can disable automount before it tries to do so, it would be advantageous
